Part C
PL 99-0457 Part C, enacted in 1986, is a federal law resulting in Michigan mandating services to 0-3 children and their families with special needs. Services to those eligible must be family-centered, strength based, with interagency coordination and collaboration. Family and community needs are evaluated through the local Interagency Coordinating Council (ICC), including representatives from Education, Mental Health, Public Health, and Social Services, as well as parents, health providers and community leaders at large. Through collaboration and coordination, children's services can be delivered efficiently, effectively, and creatively through the horizontal bridges developed by part C.
